This is actually a series of questions. Given the dearth of actual statistics that could be found on the subject, some assumptions in the question must be addressed:
1) Men in the Northeastern US do not shave their armpits 2) Men in the Western US (assuming California) do shave their armpits 3) Men in the Northeastern US do not use anti-perspirant 4) Men in the Western US (assuming California) do use anti-perspirant
From these assumptions, you have come to the conclusions that the west is anti-sweat and the anti-hair, while the east is pro-sweat and pro-hair. Let us take a look at these individually.
Sweat
I am not sure where the assumption arises that these men are not purchasing deodarant without anti-perspirant? Do we have a Thumper rummaging through medicine cabinets and bathroom drawers???? If this is in fact the case, then are only two possible explanations that I can fathom. One is a cultural difference. Perhaps in the Northeast, the guys just grow up without the anti-perspirant, so they don't think to get it. Another possibility is that they are concerned with the aluminum, which is an active ingredient in anti-perspirant. Aluminum has been shown in clinical testing to be a major contributor to the development of Alzheimer's disease.
Now, if this assumption is based upon observation of the development of "pit stains", it is a whole new ballgame. This would remove the factor of conscious decision-making in product purchasing behaviors and move it into an investigation of results. It would be safe to assume from this method of information gathering that usage of anti-perspirant is actually the same, but men in the Northeast sweat more. Looked at this way, it makes some sense. In my experience, men in California generally take pretty good care of themselves, are athletic, etc... Men in the Northeast..... well, they like to have fun. They tend to be heavier, which would lead to more sweating. These are just hypotheses, remember, but they seem to make sense to me.
Furthermore, let's look at the environment when these gentlemen would be seen out. In California, it is hot on the way to the establishment and hot inside. These guys where light clothes that can easily breathe. In the Northeast, it is generally much cooler on the trek to an establishment, but just as hot inside. Now, we have a guy wearing heavier clothing in a hot environment. The result? Sweat.
Armpit Hair
This one is much easier. In California, people walk around with their shirts off much more often. This links in with taking care of themselves. They are concerned with what they look like. In the Northeast, the only time anybody will probably see your armpit is if you are engaging in bathing rituals or getting intimate with another person. As such, the process of shaving provides basically no return in the Northeast.
Summary
Now, you mention homosexuality in your question. This is not a coincidence. No matter how PC we try to be, it is undeniable that California is the epicenter of homosexuality in the United States. Homosexual males are FAMOUS for their grooming habits. This will inevitably have an impact on those around them, heterosexual or homosexual. A heterosexual in decent shape and decently groomed will look pretty miserable next to a homosexual in good shape who spent his morning plucking his eyebrows and evening his sideburns.
